Amish do not need to pay the tax when filing their 1040 even if they do not have approved ACA insurance.
The Affordable Care Act gives an exemption to religious orders if they qualify for exemption as per Section 1402(g)(1) of the Tax Code which exempts religious orders from Social Security and Medicare taxes. Since the Amish are exempt from Social Security and Medicare taxes, they can too be exempt from having to having to get commercial insurance via the Affordable Care Act. Thus, do not have to pay the penalty for not having health insurance.
The Amish feel they insure themselves. Their church will pay the medical bills of any member of the Amish church who cannot afford to pay for a doctor. The Amish do not want the government to pay for benefits they feel they provide to their own community. The Amish get no Social Security or Medicare benefits.
