Here it is again with flaw removed:

Lets say that car was full of bank robbers and the dog manages to bite an officer enough to distract him. Now, one officer starts shaking his leg trying to get the dog off, what do the other officers do? They all turn and look. If even one robber thinks of taking a shot, he’ll find he can’t because he has already been handcuffed - as was the case with this family.

If anyone mentioned this, I didn’t see it: The officer who shot the dog had shot two dogs previously. I don’t know the circumstances.
