Your friend was at least partially right. The EPA measures for THC–Total Hydrocarbon Content, that is.
And Austin, of course, is home THC–the Texas Historical Commission.

Total Hydrocarbon content is an air quality measure. Industrial stack emissions usually require an EPA permit for operation, and THC is one of the parameters they have to measure and meet.
So dude, you wanna go out back and light up some industrial stack emissions. Come on, it’ll be totally cool.
