I think that a35362’s figuring is correct. Submissions are different from actual deaths(thank heavens) So Down Under posters will be submitting entries on their Jan. !. But if, say, their head of state died on their Jan. 1, that would only be for 2013.
My reasoning is practical. How often will a celeb die in that small window of time? But if submissions were all by local midnight, I’d have to calculate 24 different sets of time for posters. And I’ll bet we have at least one player in most zones. Well, half anyway.
