The overwhelming monolingual character of most of the U.S. still surprises some folks. I doubt that any but the largest U.S. cities employ receptionists/operators who would even be aware of translation services for incoming phone calls–and then they are more likely to be limited to languages of large immigrant communities.
Technically, they were in Chamblee, not Atlanta, and Chamblee, despite its diverse immigrant population has fewer than 10,000 residents, so it might not have a really strong tax base for extra police services.
