The overwhelming monolingual character of most of the U.S. still surprises some folks. I doubt that any but the largest U.S. cities employ receptionists/operators who would even be aware of translation services for incoming phone calls–and then they are more likely to be limited to languages of large immigrant communities.
Technically, they were in Chamblee, not Atlanta, and Chamblee, despite its diverse immigrant population has fewer than 10,000 residents, so it might not have a really strong tax base for extra police services.
The seat on at least one side of him would be occupied by a large burly USCIS/INS operative. When you get deported they stick someone on the plane with you to make sure you don’t pull a Commando/Catch Me If You Can and escape before takeoff.
