One of the ways they tried to get [del]Aqualad[/del] Tempest out from Aquaman’s shadow was by giving the guy power over water: sometimes that would involve a trick with steam, but the easy go-to move was showing him doing ‘ice’ stuff.

I’ve got a few actual comic book examples:

-DC’s short-lived 90’s title Young Heroes In Love had Frostbite in it’s ensemble cast.

-Super-hero role-playing games almost always had ice/cold heroes or villains among the sample characters. The Champions RPG was popular enough in the 80s to launch a comic book series based the Champions super-team characters from the game, which included Icestar (and, later, his kid sister Icicle.)

-Jack of Fables was a spinoff of the popular DC/Vertigo Fables series. In one of his adventures, he seduced the Snow Queen and stole her powers, becoming Jack Frost.
