The Nations Food Supply

So whats with Tommy Thompson and others comments recently about wondering why terrorists haven’t targeted the food supply?
I even heard one guy explaining a method of infecting pigs with a virus.
It doesn’t make any sense to me to be discussing vulnerabilities during times of war.Especially when the enemy is not contained to a specific country or even a part of the world and does not abide by the rules of civilized warfare.
