I think that the Dems would be crazy to allow it to happen again, but I don’t know if they have the power (or the stomach) for putting language in the bill that says that the Treasury Secretary must sign the checks.

I think most likely he will sign the checks. I doubt the democrats will try to add something to the bill to stop it, as it might get hung up in the senate.
I would like to ask if someone at the treasury dept, can loose the signature stamp and make him actually sign them all.

I don’t think the Dems should think much of it. When Trump pulled this stunt last time, it didn’t do him any favors in the polls.
Trump isn’t on the account, and doesn’t have the authority to sign the checks. Theoretically, he could be given the authority, but this hasn’t happened to my knowledge. That’s why his name was printed in the memo field on the last stimulus check.

This. In fact, last time I got my stimulus payment directly deposited, so there was no paper check.

I got a paper check (for $2400 presumably because my wife and I file joint returns and it was made out to both of us) and Trump didn’t sign it, although his name was printed on it somewhere. I wanted to endorse it to Biden for President, but apparently you can’t make a campaign donation that way. Still I will send Biden that amount.
The whole thing of sending us a check is really a waste. We don’t need the money, we wouldn’t normally spend it in the US and we have not actually paid US tax in decades. The foreign tax credit wipes out any US taxes owed by a factor of well over 2.
At that point, he’ll be well on his way to buying a third term.
