The Patriot Act in plain english?

Perhaps my search skills are lacking but I can not find any sort of plain english summary of the Patriot act. I do realize it is long and complicated but could anyone provide some of the highlights of what it is?

This Slate article should help. It’s long, divided into 4 parts, but it seems to do a good job of cutting to the chase.
