The Process of the Federal Government selling equities

So in reading about the TARP program, the auto industry restructuring and the AIG bailout I read lines like “The Treasury agreed to sell its equity stake in…”

So I get this image of some guy in a cubicle at the U.S. Treasury who has access to a Schwab or Fidelity account on his notebook pushing the “sell” button. :smack:

While I know that this is not the case, it makes me wonder what the process is and all the red tape, departments and personnel that are involved in selling millions of dollars in equities and where the money is placed.
