The former has some support in Scripture, but the latter doesn’t. The main Scripture in question involves Paul telling those who want to have sex (and can’t just refrain, like he can) to get married. And then neither partner should ever refrain from sex, except with mutual agreement.
That just is not consistent with the idea that one only has sex for procreative purposes.
