By law, animal control has to give the owners 24 hours notice before they can go in and rescue the dog.

If they had any heart at all, one person would walk in, everyone would turn around and poof the dog mysteriously escapes, coincedentally finding it’s way to a person’s home would could properly love and care for it. The owner has no more rights to this animal.
At the very least, why not get body suited up, remove the muzzle and give the dog some food?
