If it happened to me, I might call the county bar association lawyer referral service asking for an appointment with an immigration attorney.
The fee for an initial consultation is low and likely can be waived if you are in considerable poverty.
While the rule of law in my country isn’t what it was last year, I think citizens who do what their lawyer says will almost all be OK.
P.S. Anyone this happens to totally needs an immigration attorney. Period. I only used the word “might” above because I have other people who I could call for a referral.
Indeed, I would assume the local authorities could throw him directly into the same jail for “supporting terrorism” or some shit. I don’t foresee a scenario where he goes down there to get Garcia out and actually manages to succeed. Not to say that I don’t think he should try, just to say that I hope he’s got his affairs in order before he proceeds because we already know that if he ends up in jail while he’s down there, no one from the US is going to help him.
And the officials that sent the order will wait patiently while you wait for, and possibly get, your appointment, and of course there will be no backlog because immigration atttorneys are both available and abundant.
My second call – if it wasn’t my first – would be to the nearest news outlet – TV or print – with significant reach and/or something close to a household name.
It’s a little like teaching a kid to scream “STRANGER!!!” if somebody is causing them to feel inappropriately uncomfortable, or “FIRE!!!” as an adult – theoretically, two utterances that are less likely to be ignored by those in earshot.
We in the U.S. live under a changing hybrid regime. By the time any of us would possibly get the email, the range of advisable actions may be different.
Even if he is returned to the U.S., the Trump administration will not let him out on bail or similar. They will either do a regular deportation, or jail him here under bad conditions. Consider:

(Though perhaps the best way to fight his suggestion that violent US citizen criminals be deported to El Salvador prison is to argue against exporting jobs in the prison-industrial complex. Why pay El Salvador when we have prison guards in the United States willing and able to house and abuse prisoners?)
