The World's Greatest Clown

I guess this would fit here, because it is about entertainment. Ringling Bros. and Barnum and Bailey’s Circus is coming to Austin soon, and they’re advertising that they have “The World’s Greatest Clown.” Not “clowns,” as in bragging rights similar to “Our clowns are the greatest.” No, this is one specific clown. Somehow, this guy has been nominated/labeled/given the title of “The World’s Greatest Clown.” My question is:

How does one gain the such a title? Is there a world renouned pannel of uber clowns that searches the globe for candidates, pits them against each other gladitorial style with cream pies and seltser bottles and determines a winner? Do you have to clown for a certain number of years before you can win? Is it something that you have to be part of a big carnival type attraction, or can a simple party clown gain such recognition? But mainly, who decides?

Thank you. The very phrase “über clown” has given me nightmare fodder for a good two months . . .

Scary, scary, why would anyone go to see a clown on purpose? When a clown shows up on TV unexpectedly I lose it.

It’s hard to answer the OP without knowing who this “World’s Greatest Clown” is. My vote would be for this guy.
