I would consider it kind of weird if a house seller left toilet paper in a house I bought, just as I would consider it weird if they left any other consumable products like facial tissue, paper towels, sponges, hand soap, dish soap, laundry detergent, dryer sheets, etc. I want to move into a completely empty house. Take your crap with you when you leave.
I’m on the fence about light bulbs. I’d probably want to eventually replace them with bulbs of my desired brightness and color temperature, but that wouldn’t be my first priority after moving in. So I’d prefer that you leave light bulbs, but I don’t mind if you don’t.
