To further support my assertion that China inspires more fear than Japan I will add that in 1998 the Indian Defense Minister exchanged some heated words with Beijing in which he accused China of being a security threat to the region. I have not heard similar accusations against Japan.

However, the first Lhasa riots in the 1980’s took place in the Summer of 1987. I remember that date because I was rounded up a thousand miles away in the Aba Tibetan autonomous region of Sichuan, and had a couple of interesting days courtesy of the police.

Just to throw my 2 cents in here again, I agree with sailor with regards to China, Japan, and their perceptions as a military threat within the region. China is seen as a threat by a number of its neighbors, while nobody (except perhaps North Korea, within its leadership’s paranoid minds) sees Japan as an immediate, a short term, or a seriously likely long term threat. Within Japan itself there is controversy whenever it eases back on the self imposed limitations on its military. The decision to send a small force of engineers to Cambodia to act as UN peacekeepers in 1991 was extremely controversial within Japan. The statement by Prime Minister Suzuki Zanko in 1981 that Japan would attempt to defend its Sea Lines of Communication out to 1,000 miles was met with controversy within Japan.

Japan isn’t a danger to regional peace. The inability of some, including those in power, to admit to its actions in WWII, however, is somewhat analogous to Turkey’s denial of the Armenian genocide, though to a lesser degree. It causes diplomatic friction.
