Somehow this notion of Katie Walker’s minor celebrity connection rang a bell with me too. However, all that my google-fu has managed to come up with so far is a rumor that Walker cheated on her with a baseball groupie named Stephanie.
Which is a completely useless contribution to the search for an answer to the OP’s question, but I offer it anyway, just for the sake of the accompanying absolutely delightful factoid that the nickname for professional-baseball groupies is “cleat chasers”. 
Thanks, Kimstu - so at least I’m not making this up. It’s sort of like she’s the sister of someone who knows somebody who knows a precinct captain. Pretty minor. But I’m not the only one who’s heard this. And I couldn’t get very far on the Google machine, either. But what about all the teeming millions out there? One last attempt - anyone else familiar with this arcane bit of trivia? Does this ring a bell with anyone else? Todd Walker’s wife? Somehow related to some other minor celeb?
Their first child, daughter Riley, was born in 2001.
I’ve searched newspapers for as many cities as he’s played in, and nothing about his wife or who she is/was.
