Toilet Tank Refills After Delay: Bad Fill Valve?

Plumber Dopers,

After a flush our 2nd floor toilet’s tank only refills after a delay. This delay can range from 2 minutes to many hours. You flush, the float drops and you can hear it “on” but no water flows back into the tank.

Is this a faulty fill valve or something more sinister?

Faulty fill valve. Costs about $10. at your local hardware store.
