As a result, Doriathrin (the version of Sindarin spoken in Doriath, Thingol and Melian’s kingdom) became the pre-eminent version of Sindarin in Beleriand. The Noldor, coming back to Beleriand without a lot of resources, and broken into two antagonistic camps, lacked a certain moral authority (along with lacking sheer numbers) to make Quenya the de facto tongue among any peoples save themselves. And when Thingol added his authoritative voice to the cause of suppressing Quenya, the population took heed.
