How’s about a little context? I don’t know who Tom Mabe is, and I’m not inclined to follow your link without some clue as to what the hell you’re talking about.
Never heard of him either, but I’m guessing he has a TV show. Here’s the setup, if you don’t want to watch:
[spoiler]Mr. Mabe is in his car with a cameraman in the passenger seat filming the ongoings. They’re parked across the street from a restaurant, and in the parking lot are a handful of homeless people with their filled shopping carts, etc.
Mabe gets on his cell and calls the restaurant, identifying himself as “Sgt. Tom Mabe” and telling them that they (paraphrasing) “have a couple of undercover agents out front dressed as homeless people. They’re on a long stakeout, and they could use some coffee and sandwhiches, if you wouldn’t mind. Just place the food next to them – don’t blow their cover. Thanks!”
A few minutes later a guy comes out and places a couple bags of food and cups of coffee near the homeless folks, who pick them up and start enjoying.[/spoiler]
An ok prank…I’m sure the restautant owner will be pissed when word comes over the homeless grapevine that his place gives out free food if you just sit in front of his place, though.

He became very popular about 10 years ago with a CD he put out called Revenge on the Telemarketers. Where he records conversations he has with telemarketers and creates crazy scenarios wherein he tries to get the TM to stay on the line and put up with his antics. Actually very funny stuff. He’s really good at it.
