It’s a tag from a fairly obscure Latin poet that was said to be favoured by Caligula.
Oh and it’s now the motto of a neo-Nazi groupas well.
silenus’ translation is not quite right. It means “let them hate me so long as they fear me.”
There is a reason I got a C+ in Latin in high school. 
That was my thought as well.
Ha! I knew learning about “dum casta” clauses in law school would sooner or later come in handy.
