Treadmill For Pigeons

I was wondering if a wind tunnel might be a useful training tool for racing homing pigeons. As it stands I believe they average about 50 mph on an 400 mile race. Very hard to push a pigeon to train harder than his natural motivation to fly. Could a wind tunnel force him to work harder and become stronger. Also could it be useful for flight conditioning pen raised game birds that are released on hunting reserves. They are presently kept in large "flight " pens but often prove to be poor flyers once released into the field.
