Data and Tasha Yar had sex in episode 1.03 The Naked Now; there’s were comment about him “being fully functional and programed in multiple techniques” was first used.
In the early episodes he was supposed to be part biological. In the episode *The Naked Now *the doctor was interested in his construction, he is described as biomechanical, and he is affected by the drunk contagion.

I would assume that all the energy running through his body generates a fair amount of heat via electrical (or positronic) resistance. He must in fact have a nervous system consisting of super conductors that offer minimal resistance just to keep the heat down to manageable levels (presumably near 36.6°C).
Probably the same reason why the United States still uses them more than forty years after an official drive to “think metric”: No one can be bothered to change.

Data is definitely inorganic. In fact in the episode The Most Toys they list all the components he is made out of (they scanned him in order to fake his death in an explosion).
However, in one of the Novels, Q Squared, they encounter an Alternate Universe Data that is as you describe: a Human body with a Positronic Brain. There are several humorous moments comparing and contrasting the differences that implies.
And if Data is capable of getting an erection can he also ejaculate some kind of ersatz semen?
Either that or he’s real good at faking an orgasm.
