tribal institutions for social control in South Africa - could they be restored?

in the good old days the Zulus had social institutions like “age sets” to help the tribal leaders and the older men to manage/control the young men. And maybe the Xhosa and other groups there as well. Do such institutions exist there now? Could the leadership of these tribes (I know that at the very least the Zulus still have their own tribal nobility) reinstitute or reinforce them in order to get their youth to behave in a more orderly fashion? Or is it the case that the tribal leadership there nowadays just doesn’t give a damn about the deplorable social conditions of their co-ethnics?
