I wouldn’t really call it a city building game. I’m not fan of them, while I always come back to tropico from time to time. Yes, you’re developing your island but since you decide on everything (up to who will work), set up policies, faces elections (or not) and rebels, there’s so much more to it than “city building”.
Unfortunately, it doesn’t seem to be free any more. Shame I didn’t see this before. I blame thread games!
