He might be trying to do it, but look where the thumb is in that image, compared to trump’s pathetic attempt to make a fist. It’s more likely he is doing a “Cheese, Gromit!” salute:

I find it hard to put my thumb there while making a fist. It just doesn’t want to go there. It wants to straddle my middle 2 fingers or be completely to one side of my index finger.
My take: Trump keeps his thumb to the side like that in order to make his hands look bigger. If he had his thumb wrapped over his fingers like a normal fist, it would look like just a little hand-nubbin next to his broad jowly face.
I actually use the Trump fist to my forehead to mean Trump the idiot.

I wonder if his tiny fist gave them the idea for Deadpool:

Or arthritis (I have a touch of it in both thumbs, and that’s the most comfortable fist I usually make. Not that I find myself making a fist very often these days).

From the onset, this has been the obvious explanation for his stupid looking short fingered fistlet. Explains plenty of other things also.
