No, the opening gambit would be meetings of the NATO governments, to try to resolve the issue by negotiations.
Western and Central Europe depend on US military support against the Bear. Breaking the alliance by going to war with the US is not on the table, when Putin has already demonstrated his willingness to invade other countries.
Does Canada’s government have the ability to divert water now going to the Robert Moses Power Station to instead go over the falls, making Niagara Falls Ontario a more spectacular tourist destination?
Why negotiate, what’s to negotiate, when Trump has made clear that he kisses the Bear’s, umm, pinky ring?
The NATO governments must know by now that Trump is 100% more likely to go to war with his own citizens than launch a single missle or fire a single bullet or shell at Putin’s forces in defense of another NATO member! Depending on US military support against the Bear will abruptly end this afternoon.

Though I acknowledge that our waiting times can be problematic sometimes, there’s no way in hell that I (and I suspect most Canadians) would accept US health care.

I actually saw him use the phrase “manifest destiny” recently (maybe the last week at most), and that’s not something that makes anyone with any knowledge of US history unwarm and unfuzzy.
It’s understandable to forget sometimes that reality and the sewage he spews have only a tenuous connection.
I do have to confess that I wasn’t aware of that nonwhite percentage in Canada, although it should have occurred to me given the First Nations and other indigenous populations.
And to continue discussing any spectacular misunderstanding of health care in Canada, by some Americans, if my wife and I were American citizens, we would be bankrupt by now, due to health care costs that we have incurred. Instead, we’re reasonably healthy, and living very comfortably in a spiffy apartment and able to travel to Europe a couple of times each year.
