There are more or less annual threads about the award (link to the 2024 thread), usually in the In My Humble Opinion category, but they usually start later in the year. I don’t think anyone has ever been named POTY in consecutive years.

By this standard, I’m not sure Trump fully qualifies.
If the Iranian government collapses, or Trump conquers Greenland in a successful coup de main, 2025 will be the year to give him the crown. But so long as he is an isolationist, I cannot make the case.
Now, Time does not always give “of the year” to someone they can realistically claim to be the most important person on earth. Wallis Simpson was the 1936 woman of the year. By that standard, maybe Melania should be the person of the year should it continue to appear that she no longer lives with her husband.
