No one can decide who has the authority to enforce the 14th Amendment, unless he is impeached by the House and convicted by the Senate.
Actually, the Supreme Court decided who had the authority to enforce the Insurrection Clause in Trump v. Anderson – it’s Congress. The ruling found that neither the states nor the courts can declare a candidate ineligible for office under Section 3 unless an Act of Congress explicitly grants them that power.
And Congress has done so with 18 USC 2383
