Trying to understand YouTube monetization

Can “CJ and RINA” make money posting a video of them watching a George Carlin video (that I’m assuming can be used under Fair use)? I didn’t see any ads.

Reaction videos are fairly popular on youtube. These types of videos are supposed to contain no more than 10 minutes of copyrighted material. Even when the reactors play by the rules, they still often end up with copyright claims or videos being demonetized, especially if they are the more popular reactors.

Generally, it’s expected that the reactions will be worth watching or the reactors will add a lot of commentary. Reaction videos got very popular with Game of Thrones and this particular episode:

If you aren’t seeing ads, then chances are this particular video was demonetized.

IMHO, that is kind of a lame reaction video. As you noted, it’s just a couple of people watching a George Carlin video. Good reaction videos will have a lot of insightful comments or entertaining reactions.
