Turkish orthography

The Turkish alphabet includes a dotted capital “i,” used in such words as “Istanbul.” This distinguishes the sounds “ee” and short “i,” which sounds somewhat like the Russian “yeri.” (This short “i” appears in the phrase konusmaarim türkçe, “I don’t speak Turkish.”)
But what I want to know is whether the dotted capital and dotted lower-case letter have the same sound, or the dotted capital has the same sound as the undotted lower-case “i.”
