Are there any inherent risks if one of these cords falls out of a computer power supply/Xbox One power supply while the other end is plugged into an outlet? or would it is essence just act like an empty outlet? I meant shock or fire risks (casually asking, not because of OCD this time) , since it has fallen out and has not damaged the xbox one or anything.
That is a standard IEC 60320 type C13 power cord. I don’t own an xbox one so I don’t know what type of cord it uses, but the C13 is a standard cord that is used in all kinds of things, not just computers.
The IEC spec requires a certain minimum current carrying capacity (which I don’t remember off the top of my head). However, not all C13 cords completely comply with that part of the spec. I really doubt that an xbox is up on the high end of the current capability of one of those cables though. I would bet that any C13 cable you can find would probably be adequate for something like an xbox.
As for shock risk, it’s no worse than any regular outlet. The metal connections inside the connector are recessed a bit, just like in a regular wall outlet. If the cable falls out, it’s not going to short out against the case of the computer or whatever power supply it’s connected to. I’ve never really considered them to be risky in any sense like that. They also usually fit tightly enough that they aren’t going to fall out easily.

I’m going to get a new one, I thought I had a couple laying around, but even then I want to get something similar that won’t slip out if I nudge it with a swiffer. Glad to know it won’t short out if falls on something metal (recessed holes, like you said), not so much worried about the xbox as I am the saved games I have on it (Fallout 4 is a time investment) and don’t trust cloud storage for sh**.
