From the official UN website:
Veto
When considering the issue of a negative vote cast by a permanent member of the Council, researchers must be aware that no official UN list of vetoes exists. A number of publications have covered this analysis and have come to different conclusions (two examples are listed under bibliographic references).
Citations for vetoed draft resolutions and for meetings at which negative votes were cast may be retrieved from UNBISnet starting in 1985. Use of type of material code B06 will generate a list of relevant items. From 1997 onwards, the full text of vetoed draft resolutions as well as the corresponding meeting records is made available in this guide.
Parallel to the adopted resolutions, press releases and meeting records are also sources that can be consulted for research on this topic. The press release covering a Council meeting at which a draft resolution was vetoed furnishes a first (unofficial) account of the action immediately after the conclusion of the meeting.
