Unable to install an IME on Windows XP

When I had Windows 98 I downloaded and installed a Japanese IME. It worked great. Then, a while ago, I upgraded to XP. The disk says service pack 1, but I downloaded the service pack 2 upgrades. After upgrading 98 IME didn’t work, so I looked it up. According to Microsoft Global Input Method Editors

OK, if you have office XP, you need an IME for that, but if not, there’s a Windows version. Check. I don’t have Office XP, just Office 2002, so I click the link install Global IME 5.02 here
I choose Japanese with language pack, and download. Once downloaded, I try to install it, but I get the error message - This Version of Global IME Cannot be Installed on This Version of Windows? :confused:

Windows XP comes with foreign language support, so you don’t need to install IMEs to use some foreign language.

      • I had a problem similar to this, for what sounds like the same reason: I had a PC running Win98 that I upgraded the OS on it to WinXP. The problem you can run into is when registry entries for the previous OS are maintained–so you’re running XP, but the registry entries of some programs say they have been installed in Win98. It can lead to various problems, such as if the update patches are different for the two OS’s.
        …If it is possible you can avoid the issue entirely by (when upgrading) tell the XP installer to delete the old OS and completely reinstall WinXP, but the disadvantages there are you can’t save anything on that hard drive (it all gets reformatted) and you will need to reinstall all your previous applications.

Well, actually, I had to install XP twice. After the first installation, I tried adding another operating system, and to make a long story short, I had to reformat my entire C drive, destroying everything that was on it before. So I know that the Windows 98 IME isn’t in the XP registry.
