Yeah, that’s about a four cup sizes too small issue, I’d say. The underwire should travel UNDER the breast tissue, all the way 'round. Well, all the way on the sides and bottom, of course. An underwire on the top would be scary. 
Or, if the underwires fit when the bra is put on, but things “ooze” under the wires with a few minutes of wear, then it’s a band size issue - too big a band, to be precise.
