Since this has been resurrected and I missed it the first time around…
My vote is for a sari and/or toga option. There are many different ways to arrange the basic garment, which is just essentially just a sheet of cloth. So you have an easy to produce “uniform” that still allows individuals quite a bit leeway in how they wear it.

Which are most practical because trouser-things wear out at the crotch and knees – absent in kilts – ventilation is a good thing, no one ever leaves the fly undone, and the top/shirt really needs to be s separate article of clothing.
But, really, uniformity is just a bad idea for humans.
For work, put everyone in baggy coveralls/jump-suits like astronauts and prisoners wear. For weekends, blue jeans, black t-shirt.
Functional yet snazzy, just the right touch of panache…
