Why do weathermen insist on saying it’s “partly sunny” instead of “partly cloudy”. The only time it is partly sunny is during an eclipse at least that’s the impression I get. Are they trying to be happy fun people rather than the harbingers of bad news?
I don’t know what’s wrong with your weathermen, but my weathermen use the phrase “partly cloudy” quite frequently.

We’re lucky they don’t say “mostly harmless”.
