Weather-speak Question

When a weatherperson says it’s going to be ‘partly sunny’ today, but ‘mostly cloudy’ tomorrow is this a distinction without a difference? I hear this all the time. They seem pretty much the same to me. Is there some subtle difference I’m missing here?

It depends on cloud cover and whether it is day or night:
