Is it still illegal to urinate in public if the person does not take off their pants off? What about a women who has a skirt and no underwear and squats down (no exposure)? For the person with his/her pants still on they make it very clear this is not an accident.
Au contraire. If their pants are still on, its gonna be a pretty yucky and smelly rest of the day! Personally, I would certainly presume it was an accident.
The skirt question is very clear, and I’d like to hear the answer, but I have a feeling that I’m missing something on the pants question.
Seeing somebody do it is only half the unpleasantness.
There’s also the little problem of their scat, this and it’s resulting sanitation hazard being the main reason most civilized tribes will ticket or jail you for it.
