By “primary” I mean one or two-digit Interstate numbers.
I was surprised that Charleston WV (pop. 48,000) is served by three primary Interstates: I-64, I-77, and I-79. Are there other cities anywhere near that size served by three of more? New York City has two (I-87 and I-95). Los Angeles has two (I-5 and I-10). Chicago has four (I-55, I-57, I-90, and I-94). Dallas also has four (I-20, I-30, I-35E, and I-45). Any with more than four?
San Diego has I-5, I-8, and I-15

You forgot New York is also served by I-78 (ends in the Holland Tunnel). And while I-80 terminates into I-95 on the New Jersey side of the Hudson, I think it’s safe to say NYC is served by I-80.
Boston has I-90, I-93, and I-95. But I-95/rt128 becomes more of a “beltway”, rather than going through the city.
Champaign-Urbana, Illinois has I-74, I-72, and I-57.
Down here in SD, we try to distance ourselves from all things LA: including the language.
St. Louis has 70, 44, 64, and 55. Still capped at 4…

This does not really count but is worth mentioning for the novelty value. The island of Oahu has three interstates, but no more than two touches any particular town or city on the island. The reason Hawaii even has interstates is, I’ve been told, to be eligible for federal funding. If you look at the beginning and end of each of them, they all connect military facilities.
Cleveland has 71, 77, 90 and (peripherally) 80.
Houston has 10, 45, and 69; all of which straight through the middle of the city.
San Antonio has three. 10 and 35 run through the middle of the city. 37 goes into the middle of the city and then stops there.

If the former, we’d also add I-88 to Chicago’s list.
Indianapolis has 65, 69 70, 74.
Kansas City, Missouri has four: 29, 35, 49, and 70.
Nashville has three: 24, 40, and 65.
Milwaukee and Madison, Wisconsin, both have 3:
- Milwaukee: 41*, 43, 94
- Madison: 39, 90, 94
*- I-41 used to be U.S. 41, but its run from just south of the WI/IL state line, to Green Bay, was upgraded to Interstate status in 2015.
Dallas has 20,30,35 and 45
Birmingham, Alabama, with a population of just over 200,000, has four in its city limits: I-20, I-22, I-59, and I-65.
OKC has 35, 40, and 44. With none of them terminating there.
