USS W. S. Sims FF-1059 Kelly Green Ball Cap

I was a reservist in the Sims reserve unit out of Lansing, Mi. for several years in the late 70’s and early 80’s. During that time the Sims had a unique Kelly Green Ball Cap (picture attached). But I don’t remember the time frame nor the CO that initiated it. I do remember DESRON 9 at some point only allowing Sims personnel to wear the cap on board the ship and change to a standard cap when going shore side. I am putting together a scrap book of my Naval service and would like to date this and name the CO. The ball cap was made by New Era INC.
If anything could you possibly give me some idea of how to research this.
