Wasn’t there an animated Bloom County Christmas special a few years back? They managed to make him walk then.

Even better, the movie I imagine would be set in the mid-1980s and feature “Forrest Gump” style effects in which Opus, Milo, etc. interact with real news footage of Ron & Nancy, vintage Madonna, Oliver North, etc.
