First thing I thought of when I read this story was this should have been an X-Files episode.
“Michael, is he clean? Is he brown? Have him take his shoes off and come in. Do you think he’d mind strapping some dynamite to his chest?”
Yeah, I’m pretty sure that more will be revealed on this.

On the old 1960s cop show “Adam-12”, they did a story of a madman who kidnapped people, tied them to a bomb and forced them to rob banks.
The “bad guy” was played by the bartender on “All in the Family”.

This is so freaking weird. I feel so sorry for that man.
Now that would just completely suck. He’s sitting there with a bomb strapped to him & he’s handcuffed. He couldn’t even try to take the thing off if he wanted to.
The story doesn’t say they were trying to disarm the bomb, but they were right? I mean, they weren’t just standing around claiming that his bomb was a fake? ~frowns~
According to the story, they were waiting for the bomb squad (very dumb for your average joe to try and disarm a bomb, hollywood notwithstanding)
