Wash DC: Income Tax? City Wage Tax?

I’ll guess this is a question regarding the nature of the District of Columbia Income Tax. The DC government’s own page shows that there is, indeed, a DC income tax. More details would have to wait for the OP to return.

Income tax rates range from 6 to 9%. Residents pay the tax, but people who work in DC and live elsewhere are generally exempt. Certain political appointees are also exempt from the tax, even if they live most of the time in DC. There have been proposals to tax commuters, but I doubt that will happen anytime soon.

There will probably never be a D.C. commuter tax (although there should be – I use plenty of city services for which I don’t pay a dime). The reason is because under the Constitution, the U.S. Congress essentially serves as D.C.'s local government. Although the District has been given, over the years, rather a lot of autonomy over local affairs, the Congress still has the power to veto any law the District wished to implement. And, since the members of the congressional committees with jurisdiction over the District are mostly representatives from the D.C. suburbs (whose constituents are exactly those who would pay such a tax), you can bet that such a law would never make it through the congressional vetting process.
