We are Packers fans living in a Northern Chicago Suburb. We get our “cable TV” via AT&T U-Verse. I think we are out of luck to get Green Bay Packers games unless 1) We get DirectTV or 2) We get an over-the-air HDTV antenna and point it towards Cheese Land.
Is that correct? Are there any options to stream the games over the internet or sign-up for some U-Verse package? I’d ask the U-Verse people, but they have led me astray before…

You can find most Bears games on Ch. 32, and on the radio am 780/ fm 105.9.
Which doesn’t answer the OP’s question. He’s looking to watch Packers games, not the Bears.

there is no such thing as a HDTV antenna. any old or new tv antenna for the correct channels will work; many are UHF now even though they still identify as a lower number.

and enter your location (address or coordinates are more accurate) and the antenna height and you will be shown how well you might get the station with what quality of antenna (i think you are after WITI which is actually on channel 33). i can get stations at that distance with antennas in my attic.

Yes, that’s pretty much the situation.
No cable system (AT&T, Comcast, whoever) has the rights to carry “out-of-market” NFL games; DirecTV has those exclusive rights.
In seasons in which the Packers are pretty good (such as now), you can pretty reliably see about half of our games on the Chicago stations:
Two Bears games a year are a given
Any time that the Pack plays on a national game (Sunday night on NBC, Monday night on ESPN, Thursday night on NFL Network), they’ll be on here. NFLN is the tricky one to make sure that your cable / satellite package carries (I have it, but it’s in an upgraded package). The Thursday night and Sunday night games, being on cable, are only shown over-the-air in the teams’ home markets (in the Packers’ case, that’s Green Bay and Milwaukee); you need to have the cable channel otherwise. This year, there are five such games.
If the Packers are the “doubleheader” game (i.e., the 3:15 start) on Fox or CBS, it’ll usually get carried here (though, if the Bears are at home with the noon game, on the same network, they don’t show the doubleheader game).
If the Bears and the Packers have their byes on different weeks, there’s a fair chance that the Packer game will be carried here.
Thanks for all the responses, I appreciate it. I did check out the tvfool site, but it looks like the Milwaukee NBC station would require a roof mounted antenna. Something I don’t want to tackle as of yet, but maybe next year.

They update it every week, to show which games are going to be shown in which markets. They don’t yet have up the maps for this next week’s games, but then, the Pack is on the bye, so who cares? 
Even if a local cable system did carry Milwaukee TV stations on their system in the northern 'burb’s in addition to the Chicago ones they would have to blackout the NFL games because the local Chicago Fox and CBS stations have the exclusive right to show the games and the ads that come with them within the Chicago TV market (which extends up to Kenosha if I remember right).
Not exactly what you’re looking for, but usually they do a better job calling the game on the radio.
I think 620 AM would work for you.
I can pick up WTMJ (620 AM) here in the western suburbs, though the signal’s a little noisy (and drops down to nearly indecipherable after sunset). Signal should be somewhat better for the OP, up in Libertyville.
I’ll often resort to that if it’s an important game, and it isn’t on TV here.
Those stations may have internet streaming.
I never tried it during a Packer game though.
I should try it some time. My IP address locates me in the Chicago area even though I’m way north of there.

Due to the broadcast contracts with the NFL, I would not be surprised if online streaming of those stations gets shut down during Packer broadcasts (though, I admit, I have not checked to be certain).
Online streaming of all NFL games is, of course, blocked by the NFL. You’ll have to sign up for their audio pass.
Since the OP lives in the north Chicago burbs they can get the same experience for free by tuning a radio to AM 620, which is easily receivable there. The NFL also offers a streaming video option of games after they’ve finished if the radio call isn’t quite enough.
Get in your car, load up any stray WI legislators that might still be laying low down there, throw Paulie Ryan a hanky as you go by Janesville, drop off the legislators on the Square in Madison (make sure to give Scottie W a “salute” as you drive by, if you know what I mean) then listen on the radio as you continue up to my brother’s tavern/restaurant just outside of Stevens Point where you can have a homemade pot pie or Guiness pot roast and sample Central Wisco’s largest selection of Irish whiskies…
PS the NFL must block internet radio since I have tried to listen to Cardinal games on my local PHX station on my phone while at the grocery store and it won’t play (but will at other times). Out here, the games come on so early (10 am, 11 after the time changes, we can’t handle that down here so we do not change the clocks) that they’re over by about lunchtime. Lately, they’ve been over by about halftime. PPS. Local law used to prohibit the sale of carry out alcohol before noon on Sundays, then when the Cardinals came to town, and were still in the NFC East so away division games started at 10 am, they suddenly loosened their morals and moved it up to 10 am…
You could always get Sirius radio, which has all the NFL games. Of course, that’s listening, not watching.
Not sure if you have this option in the 'burbs, but often there is a local bar for a particular team’s fans that has Sunday Ticket and will show those games. I used to do this for the Vikings, but that was in the city.
