Does anyone else think a photo on a site named “trollersunion” might be a little suspect? 
Oh come on - how on earth do you see this as being a woman looking down…struth…it looks more like Jesus to me, and sort-of looking up.
How about that screaming face in profile above Jesus (and below the squirel) looking to the right with a pointy nose - spooky. Also I am sure there is a weasle in the smoke cloud too…and those two red eyes staring coldly out from the intact bars on the right - my god - it full of faces - ehm urr - sorry… acid flashback.
I can pick out at least 2 other “people” in that picture. Do you think they all just survived the blast and then climbed to the edge of a blown-out building and looked around?

I just enlarged it quite a bit. If it’s a woman, she’s a woman standing there somehow even though her head is missing.
I’m assuming it is an optical illusion - but I can certainly see how the 4X image appears to be a woman.
She is leaning to her left - such that her left shoulder is against the pillar.
Her right arm is bent across her torso, so that her right hand is also up against the pillar. You can see shadows that appear to delineate the upper portion of her arm going straight down, and the lower portion of her arm angled up and to her right. A whitish blob appears where her hand should be.
She is wearing white pants, and a purplish long-sleeved top. Her face is a whiteish blob surrounded by reddish shoulder-length hair.
Again, I don’t think it is a woman, but I can certainly see what looks like a woman.
Unfocus your eyes and look through the picture. (Obligatory mangled Seinfeld reference.)
Well, it looks like a woman to me, but sometimes clouds look like rabbits, y’know.
Examine the piece of steel structure to the left of the “woman”. Notice how the color of the steel beam is the same as the color of the “clothes”, and notice how the “woman’s body” follows the same curve as the steel beam. Finally look at the vetical beams underneath the woman, and notice how they all get chopped off at a clean horizontal line. The horizontal line probably is the concrete flooring which would place the “woman’s legs” inside the floor.
I’m thinking it’s a steel beam that we’re looking at.
