What are the limits of HIV status confidentiality?

Per this Pit thread on a story in the news

Total FUCKER fails to tell fiancee he’s HIV+, marries her, and infects her

If the computer and data base resources were available to track people getting married, should there be forced notice to prospective marriage partners of the health status of a person if that person has ever been diagnosed with HIV, herpes, veneral warts, hepatitis etc.

This assumes their status as soon to be wed is flagged once the state issues a marriage license.

Does a person’s right to privacy end where another person’s bloodstream begins or not?

Why can’t people just get themselves and their partners tested before marriage? It fulfills the privacy issue, because the results are confined to the people involved…

Computer & database resources showing a person’s health status is a little extreme, don’t you think?
