…On the off chance that this WON’T violate any copyright laws, I was wondering if anyone here could identify what artist drew the second picture from the left in this collage?

Granted, it’s not much of a sample to judge from. But I know that I’ve seen this artist’s style before.

Sure looks like it’s from the Art Parts clip art collection. These guys really hit a nerve about 7-8 years ago and their works were visible everywhere, which may account for their familiarity to you.
