Sometime in 1997-1999 I visited a friend in Baltimore and we went to a concert at Memorial Stadium. It was something hosted by a local radio station I believe and had a bunch of bands. Of the ones I remember were The Offspring, Red Hot Chili Peppers, Moby, and possibly Sugar Ray?
Anybody know what concert this was and the full list of acts?

Probably the HFStival, put on by WHFS, 99.1
It was May 29, 1999 and it was in PSInet Stadium. The bands included The Red Hot Chili Peppers, Offspring, Sugar Ray, Silverchair, Live, Goo Goo Dolls and Orgy among many others.

Yeah, it was most likely HFStival and it was in the Ravens stadium, not the old Orioles stadium. I don’t think Memorial Stadium was used after the CFL team folded. I had some good friends who called in sick to work to go to that and I was really pissed because they didn’t tell me and I worked with them. I also remember when WHFS suddenly changed from alternative rock to Tropical Latin music while I was in the car driving.
I’m not sure what the source of Shagnasty’s link was, but both of the 1999 HFStivals were held at RFK Stadium (the festival’s long-time “home”). I was at the 5/29 festival. It was only held at PSInet/M&T/Ravens Stadium once, in 2005. Wikipedia backs up my memory.
I was an intern at another radio station, doing a remote event with the morning show crew, and one of the DJs and I sat in a car and listened to the switchover. I later found an MP3 of it, which I still have.

The Baltimore Sun reports that it was at least planned for PSInet Stadium.
And it looks like it happened (scroll down to honorable mention):

If you look at the top part of Wiki it says:
Yeah, I don’t think that’s true. I was at both of them that year. The had this deal where they announced, “Once per century, in the year of 99, there are two” and I did both.
Ok, clearly I’m losing my mind. I know that I went to the HFStival that had the Chili Peppers headlining, and I know it was at RFK…so now I’m wondering WHAT CONCERT DID *I *GO TO?!?
Apparenly Wikipedia cannot be trusted, because at the *very *top it says that the festival didn’t leave RFK until 2005.
You went to Ozzfest, which was at Nissan Pavilion that year.
What? Wiki can’t be trusted as a source? Damn, there goes all my hard work.
I keep/scan my ticket stubs, and just now (as I was adding a stub from last night’s Indigo Girls show) I saw that I actually went to two HFStivals! And neither was at RFK, which is what I swear I remember. Holy shit it sucks to get old. But ticket stubs don’t lie, and Shagnasty was right on:
May 29, 1999 - PSINet Stadium (Red Hot Chili Peppers, etc.)
May 28, 2000 - FedEx Field (Rage Against the Machine, etc.)
Not knowing where Memorial stadium is and not being a Chicago native, my first thought was the Q101 Jamboree with, thinking back almost 20 years, a similar setlist.
I just looked at my stub, I was there on May 22, 99 and here’s the artists. I’m guessing a bunch of them must have been booked together at a bunch of festivals.
