The time zone is irrelevant. It’s not like, say, 15 March 1992 was a Monday in New York but a Sunday in Scotland. The dates tick over at different times around the world, but they are associated with the same days of the week.

I believe the idea is that 12:31 am on a Tuesday (say) during daylight saving time would have been 11:31 pm on a Monday if the time change had not occurred. My father was born in similar circumstances and this is why, to this very day, he celebrates two birthdays.

I’ve previously mentioned this coincidence:

In years when my birthday falls on, for example, Sunday, so do the birthdays of both of my children, my wife, my father, both my grandfathers, and my paternal gt-grandmother. (On leap years this breaks down for two of these people, who were born in February.)

Since birthyears vary, that doesn’t imply all eight people just mentioned were born on the same day of the week, but in fact my daughter, wife and I are all “Full of Woe.”
